Grid and flexibility

Transmission & Distribution

Slovenia’s electricity grid is experiencing localised distribution congestion and severe connection backlogs, primarily driven by a surge in solar PV integration and BESS connection requests. Combined transmission and distribution system operator ELES alongside regional distributors report heavy saturation.
For instance, Elektro Ljubljana alone received over 400 MW of BESS connection requests, far exceeding current technical substation capacity and causing significant connection delays due to multi-year lead times for power transformers.
To address these bottlenecks, Slovenia’s Ministry of Environment, Climate and Energy launched a €174 million grid modernisation initiative backed by the EU Modernisation Fund, while ELES is deploying advanced dynamic power flow technology (such as the GreenSwitch project) and joining EU balancing platforms like PICASSO and MARI to enhance network flexibility. [9] [10] [11] [12]

Storage

Slovenia’s electricity storage capacity is anchored by Pumped Storage Hydropower (PSH), dominated by the Avče Pumped Storage Power Plant (185 MW turbine / 180 MW pump capacity, ~1.5–2.0 GWh energy storage capacity per cycle), which provides all of the country’s bulk utility-scale energy shifting. [13]
BESS represent a smaller but rapidly accelerating segment, currently comprising roughly 40–50 MW / 100–120 MWh of active utility and commercial capacity. Key operational assets include private aggregator NGEN’s 12.6 MW / 22.2 MWh Tesla Powerpack system in Jesenice and its 15 MW / 30 MWh Tesla Megapack installation in Kidričevo, alongside transmission system operator ELES’s 10 MW / 50 MWh SINCRO.GRID battery system deployed at the Okroglo and Pektre substations.
To expand grid flexibility, the European Commission approved a €59 million EU State Aid scheme for Slovenia to fund at least 370 MWh of new standalone BESS capacity. Furthermore, decentralised residential solar batteries add tens of megawatt-hours, while Slovenia’s growing fleet of registered electric vehicles (over 18,000 passenger BEVs) represents more than 1.1 GWh in distributed mobile battery potential. [14] [15] [16] [17]

Smart meters

Slovenia has roughly 910,000 to 920,000 smart electricity meters installed, achieving an overall penetration rate of about 97% nationwide. [18]

Targets

Buildings

  • A target of reaching a 55% RES share in the building sector by 2030, driven by the rollout of rooftop solar PV and heat pumps.
  • Reaching a 45.2% renewable share in heating and cooling by 2030, transitioning away from fossil fuel boilers through heat pump incentives.
  • Achieving indicative greenhouse gas (GHG) reductions of up to -70% in the non-ETS buildings sector compared to 2005 levels through deep energy retrofits and process electrification

Transport

  • Raising the renewable energy share in transport to 25.8% by 2030 (up from ~10% in recent monitoring periods).
  • Expanding the registered battery electric vehicle (BEV) fleet through Borzen purchase incentives and accelerated corporate tax depreciation, backed by municipal fast-charging infrastructure rollouts.

Industry

  • Target for industrial production to reach a 30% share of renewable energy and recovered waste heat by 2030.
  • Replacing fossil fuel boilers with industrial heat pumps, electric furnaces, and heat recovery technology, supported by dedicated national RRF and Modernisation Fund investment calls.

Gaps and Challenges

Power system & grid congestion: Slovenia operates a low-carbon power mix anchored by nuclear, hydro, and coal. The primary transition bottleneck is severe distribution grid congestion and connection backlogs driven by a surge in rooftop solar and battery storage applications. Modernisation programs and integration into EU balancing platforms are underway to relieve transformer and interconnector saturation.

Energy storage & grid flexibility: Utility-scale flexibility relies heavily on pumped storage hydropower, supplemented by rapidly growing BESS. Despite nearly universal smart meter deployment, real-time demand-side response remains constrained by physical grid capacity.

Buildings & space heating: Commercial and public buildings account for a major share of electricity demand. While heat pump adoption is substantial, reaching national renewable heating targets requires accelerating replacements of legacy fossil boilers and deep thermal retrofits, supported by Eko sklad grants and energy poverty schemes.

Transport electrification: Transport represents a small fraction of power consumption. Purchase subsidies and tax incentives support passenger electric vehicles, but meeting 2030 targets will require shifting heavy capital toward commercial fleets and heavy freight electrification.

Industrial electrification: Industry dominates overall power demand, heavily concentrated in basic metals, chemicals, and paper production. High upfront costs and long development timelines for high-temperature equipment present major barriers to process heat electrification, though RRP and Modernisation Fund grants provide partial co-financing.

Assessment

Buildings

On track

Supported by a large existing stock (~265,000 heat pumps) and near-universal smart meter coverage (97%). Strong financial backstops from Eko sklad and Borzen support progress toward the 55% RES building target and 45.2% heating/cooling goal.

Transport

Lacking

Electricity consumption in transport remains low (2.3%). While passenger BEV incentives are active (24,860 cars registered), bridging the gap to the 25.8% renewable transport target by 2030 requires major acceleration in public transit and heavy commercial freight electrification.

Industry

On track

Industry accounts for 38% of power demand. Robust funding schemes—including RRP Component C5 K1 and Modernisation Fund investment calls (covering 35%–65% CapEx)—provide targeted capital for high-temperature process electrification, waste heat recovery, and 100 MW in planned electrolyzers.

Power system

On track

Slovenia’s power system is highly low-carbon, relying on nuclear (~34.3%) and hydropower (~33.1%) with net exporter status (14.2% exported). This provides a reliable, low-emission foundation for sector coupling and electrification.

Grids

At risk

Acute distribution congestion, transformer lead times, and massive connection queues (e.g., >400 MW in BESS requests in Elektro Ljubljana alone) create severe bottlenecks. Despite a 97% smart meter rollout and 1.5–2.0 GWh in PSH capacity, grid capacity remains the single largest barrier to scaling renewables.

Policy framework

On track

Slovenia maintains an actionable policy architecture centered on its updated NECP, backed by operational support schemes (Borzen), dedicated public environmental funds (Eko sklad), a €59M approved State Aid storage scheme, and €174M in grid modernization funds.
